It would appear that your browser does

This site is
constructed using page 'frames' and is not
compatible with older style web browsers. For the non-technical,
'frames' is a way of breaking a screen 'page'
into several sections so that each section can be viewed and scrolled
without losing site of the remaining sections. You should be
seeing
this as a top, middle and bottom frame, with the middle section having
left & right frames.
When navigating around this site it should
only be the middle-right frame that changes - leaving the remaining 3
frames in view. Older browsers only worked on one page at a
time, and
scrolled data was lost from view. Many sites still use this
approach
to maintain compatibility with antiquated browsers. This one
doesn't so I'm afraid you're out in the cold.
